You already know how volatile the situation can be, and have had a history with violence in these sitautions. I would think it would be protocol to have law enforcement with you for protection. Good suggestions for defusing the situation as well, but no one should be put in harms way.

Remote turnoff sounds like the answer here. They put meters in homes erved by the Baltimore Gas and Electric company that they can read from a car. I would bet that they can be turned off from the car too. It’s the few folks in old houses (that is poor people who have problems paying their bills) who don’t have the new meters that are the problem.

I have to believe you don’t understand the letter, as normally your answers are sensible and right on.
No one from a utility company should be placed in harm’s way as such. I don’t have all the answers, but security escorts to start is a no-brainer. If someone has to knock on the door, they had better be protected up front. How about developing ways to shut off/turn on power remotely? One only has to watch the evening news to see how people’s lives are unraveling. Start with some honesty that the so-called economic recovery has not happened in much of the US; I work with the public and see the desparation on a daily basis. We have good citizens in real trouble NOT of their own making, in addition to citizens reaping the consequences of unwise decisions (sometimes made out of desparation) and citizens who have been completely disenfranchised and marginalized by the state of our economy.
Sorry to say, but these suggestions are pathetic.
