My suggestion should only be used if you have a pretty high trust relationship with the people you send it to. If you do something more broad and where it’s a larger database of previous employees you are actually subverting the role of HR and would deserve to be seen as a troublemaker. Only use my suggestion if it’s a way of informally gathering data from close friends which you would use in an appropriate and modest way in calling attention to the concern.

Would not a simple inquiry reflecting people’s concerns and the impact on morale be more effective?
